Hans, I thought the same about the luggage belt. My guess is that it was just sloppy newspaper writing and they were talking about the small conveyor belt for the x-ray. If he had carried it with him on the previous leg of his flight, as he claimed, the case would never have been anywhere near a "luggage belt".
