Full Colonels are a different breed. Noted by those above and below them in
the rank structure as of questionable value. In the current state of US
Military Operations the US Army has been asking retired officers to return
to the service to help with the work load, that is, except full colonels.
Last February, the Adjutant General (HRC-Alexandria for those who delve in
such minutia) issued an edict that no retied Colonels would be asked to
return to active service. There must be a reason for that. . .

Depends on when he retired. At one point, by definition, they were
officers AND gentlemen. Then Tail Hook happened.
