If you trace the tubing, it appears to be F, with a manual change to Eb, all with an 
unconventional wrap.

I don't know, but it looks to me as if the 3rd valve might be a "quart"  
valve. That is, it lowers pitch two whole steps rather than one and a  
half.   Chromatics are possible but it can help intonation by lowering  
the usual 3-2 valve combination.  This was used more commonly, I once  
read, on tubas.  Key, I can't tell from a photo.

This is an old wrap single F horn with an added Stellventil change to Eb.
