Get yourself a piece of dowel about 1/2 x 4 and a rawhide mallet. Place the
end of the dowel against the ring at a slight angle. Using the rawhide
mallet strike the dowel a number of sharp blows, rotating around the ring in
a clockwise direction. Remember, a lot of little taps is better than one
great big one.  After the ring is removed, use the dowel to drive off the
bottom bearing plate. When reassembling, line the bottom bearing plate up
with the alignment mark (making sure it's on the right casing-all
non-interchangeable parts are numbered). Push it in as far as it will go
with your fingers, then tap straight down lightly with your dowel and mallet
until it seats firmly on the casing. Then, screw the retaining ring back on
tight. Tap around the circumference of the ring and retighten (twice).

They are usually soldered in place.  You must remove the rotor.

I knew it :)

I actually sprayed some WD40 in there an hour ago and I can't get them out by 
hand. Do they make strap wrenches or anything small enough to use? I 
definately don't want to start using pliars.

No ,do not resort to wrenches or pliers.
You could use a thin leather belt- about 1/2 wide.
Wrap the belt around the ring, pull it tightly around the ring with your 
fingers, and holding it in that position try to unscrew the ring.
Use light pressure and do not force it , but this gives you a little more 
leverage around the entire ring.

I found a nice sized belt but it's really hard to get a grip on things in 
there.

This is very true, but you only need to move it a few thousands of an inch   
with the belt to get it 
started. Then it should come off by hand.

I'm finding it difficult to get it to move that first few thousandths of an 
inch. I'm going to spray a little more WD40 in there, let it sit, but if it 
doesn't budge after that I wonder if some guy didn't put loc-tite or something in 
there

Having these guys tight or stuck is a blessing in disguise. Leave them alone!

Take the rotors out and clean things from there.

Well the reason why I want to clean out everything is because I can look with 
a flashlight and tell that there is some dirt that I want to get rid of, and 
well the little ultrasonic cleaner I have isn't big enough to support the 
entire horn :P Also, I do wish to be thorough since soap and water doesn't get 
everywhere you want it to get to clean things out, especially when a bearing 
plate could be stuck enough to not let any water get between it and the side of 
the casing. 

As to the bottom screw rings being stuck, it seems to me that they shouldn't 
really permanently be on there. I can't really see any reason why you'd want 
them stuck there unless you were afraid they would unscrew mid-practice. 

If you screw them on tight enough where they stay but aren't stuck then you 
shouldn't have a problem, correct? The top bearings seem to be made so that 
they wedge themselves into the casing and so they don't move, so it stands to 
reason the bottom bearings would be likewise.

On second thoughts I can see why they from a mechanical view should be stuck 
there. I am taking into account that a valve that drifts downward isn't a good 
thing :P
