These do look like good maps, unfortunately they are labeled as
copyrighted to the Sierra Leone Government in 1972, which means they
are still protected by this copyright.  Without a clear statement from
them that we can put them into OSM then I don't think we can use them.
 It is really unfortunate, but we can't risk contaminating our
database with non-free information.

The only statement I can see on the first page is a citation at the
top to an academic journal article but the article itself is not
linked.  Even if we do find the text of the article, I am afraid the
article is just about putting them online, and will not actually
contain a proper license statement that we could use.

It sucks that this is the way it is, but that is the reason we are
able to do all the things we do with our data.  Being able to
redistribute it to commercial and non-commercial entities alike is a
key thing that is important to the OSM dataset so we have to be very
stringent on what sources we use for our information.

Would you be able to get in touch with him to send him info about OSM?
 Assuming he has a decent internet connection, the best way he could
help would be to just dive right in and add POI and name data for the
area (of which he probably knows quite a lot).  We would be happy to
help him with learning to use the tools via skype or mumble voice chat
programs.  If he wants to chat on skype in english I can help him (my
skype name is andrewbuck40) or if he only speaks French the Pierre
Beland would probably be able to help as well.

Looking at the area I see we have already mapped all the roads and
buildings, so it should be quite easy to add the information to them
for POI info.

Hi Andrew,

I was wondering 2 things:

1. Is there a process in place or materials we can use to actually try 
and obtain that permission?


2. While not using maps like these directly, not loading them as a layer 
or some other direct means, is there any reason I can't look at them 
separately as a reference to help me locate a settlement or confirm a 
settlement location?


Maps are reference works and I would think that I can look at them as 
they are presented on the web (apparently with permission) while doing 
some geographic related task without violating the spirit or letter of 
copyright.

The legal working group has looked at things like this in the past
when there is some question, but as far as I know there is no formal
process in place to ask.  It is just up to you or whoever wants to use
the maps to make the request.  I would say it would be very difficult
to get this permission though.

No, we can't use them even in that way, as that is still taking
information from it, it is just harder to do but that doesn't change
the legality of it.  In either case you are producing a derived work
of the map and you need permission to do that.
