[HOT] Hurricane Matthew: involving the local OSM communities

On January 12, 2010, a huge Earthquake hit the heart of Haiti, causing tens
of thousands of casualties. The OSM community activated for the first time
and created within a few days the most detailed map of Port-Au-Prince and
its outskirts that has been used by the humanitarian organizations deployed
in the country. This is a well-known story among whoever involved in
OpenStreetMap. A bit less known is that a few people went to the field to
promote OSM, train on its techniques not only among the humanitarian
organizations but also went to the most affected communities like the one
of Cité Soleil and started creating local capacities.

I know this story well : I was at that time one of the 600+ OSM volunteers
mapping over Port-au-Prince and struggling with editing conflicts and
offset imagery issues due to unconsolidated georeferencing. In February, I
was working as a GIS Information Management consultant for OCHA and did my
best to facilitate the deployment of Nicolas Chavent and Robert Soden from
what was then the informal HOT group. A few months later HOT US Inc was
created and was involved in disaster field mapping for the cholera response
and disaster shelter preparedness mapping  in Haiti. HOT’s first baseline
data mapping focused project for development context was in 2012 in
Saint-Marc. The first use of drone for OSM mapping happened in 2013 with
the Cap-Haitian project in northern Haiti. In between, HOT’s activities in
Haiti raised attention and allowed eg the project in Indonesia to start. In
short, everything has started in Haiti for HOT US Inc. In 2016, the country
is severely hit again.

Regarding the drones, it is sad to see that HOT US Inc is neither
interested in supporting an OSM focused drone initiative even when it
directly asks for support, even verbal, nor does anything to promote the
mapping on its outcomes once the imagery is eventually available, despite
HOT US Inc has been strongly involved in drone imagery for its funded
project in Tanzania. Just because it basically does  not come from its
inner circle.

Regarding the remote mapping, while imagery georeferencing have improved a
lot and that conflicting edits have hugely decreased with the Tasking
Manager, it is a pity to see the bad quality of the produced data due to a
media effective but quality killer approach of encouraging newcomers
without almost any OSM experience to map on the affected areas. And also to
see HOT US Inc worrying less on mitigating this than seeing an other
mapping group doing complementary mapping, informing it on OSM list but not
using both its
proprietary-fancy-hype-likely-to-be-purchased-and-vanish-in-a-close-future
Slack tool and the “official” (no joking?) HOT Tasking Manager whose
activity for Hurricane Matthew seems to be led by one single requesting
organization – The Red Cross.

Regarding involving local mappers, it is quite a shame to see that there is
nothing done from HOT US Inc, like if nothing had never happened in the
past, if there was no mapping capacities within the country. In 2010,
people from HOT were inventive in going to the field. It was in the core
DNA of the HOT Project. Now HOT US Inc has decided to stay remote, becoming
just an online Virtual Technical Community like many others, and goes in
the field only when large funds are available. So be it. Consequently, as I
dedicated a lot with Nicolas to build local OSM capacities in Haiti, as we
also do now in Western Africa, I decided to deploy in Haiti on my voluntary
time during three weeks starting yesterday, in order to update the local
skills, connect the mappers and responders and start mapping with them in
the field where it is requested. I will try to inform regularly about it on
this list, as it is the one dedicated to all the humanitarian purposes
related to OSM, not an corporate list for HOT US Inc.

[HOT] Hurricane Matthew response : Imagery/UAV coordination and support to local Haitian UAV capacities

Thanks Blake and Cristiano,

We do monitor imagery releases and understand imagery management in
humanitarian response, Fred and I have been in this field for quite some
time...

When Fred wrote its email to the activation group dated 2-October 2016, the
timing was good for a charter activation possible via Fred excellent
relations with the Haitian government built over years right after the 2010
Quake with IOM. HOT US Inc Activation group decided not to seize that
opportunity to be more proactive and handle as upfront as possible the
imagery requests and the coverage of AOIs for openstreetmap to be put in
the best position unleash its mapping power.

The same passivity seems to have gone with UAV imagery collection and Fred
+ Potentiel3.0 offer to help has not been considered.

Considering that this is the first time in the HOT US Inc history that a
member of the organization experienced/equipped/ready is positioned in a
country about to be hit by a disaster
Knowing how vital timely provision of hight resolution imagery for post
disaster needs assessments and mapping in OSM is,
it's puzzling to consider that nothing has been done to harness such a
promising situation.
It seems that nothing has been communicated nor no linkages made with other
groups active on this front.

Policy-wise and procedure wise your point about UAV coordination is
debatable:
coordination for imagery provision via relations with imagery providers and
domain actors is at the heart of any OSM crisis response, why would UAV
imagery be treated differently ?
At a time where the tech makes it almost as easy to fly a drone & collect
imagery than collecting traces and waypoints with GPS. We are not going to
give away our GPS, fieldppers, mobile apps, are not we? Why would we do
this for UAV ?

Historically OSM in crisis response came as an innovation which succeeded
and to succeed it had to be agile and sometimes disruptive, this how the
HOT Project reached a milestone in the Haiti 2010 Quake response and
"changed the course of humanitarian action for ever" (to quote
JohnCrowley).

What happened to the 2010 ethos, agility, pragmatism that lead to the
incorporation of HOT US Inc in Aug 2010 and the progresses registered so
far? How can HOT US Inc come to this situation ie not using the skills of
one of its members to boost the OSM/GIS crisis response by (i) helping to
task satellites and (2) fly drones BEFORE any other UAV groups can deploy
to the island ?

It's time to fix this and make sure HOT US Inc acts so that Fred and local
Haitian dronists who grew up in the aftermath of the 2010 Quake and
incorporate as a Haitiano-swiss association can do well for CycloneMatthew
response what they had been doing well since 2012 Hurricane Sandy. It shall
not be hard to provide connection and support with partners having
logistics in Haiti and working with OSM like IOM, WFP, ARC to name a few to
assist moving one or two persons with a drone over the island...

This means timely collected/processed/produced/released UAV imagery and
OSM/GIS opendata
This also means consideration for local persons who built their capacities
with the support of dedicated, skilled persons
This also means consideration for those who layed the ground for OSM, the
HOT project and HOT US Inc in Haiti.
This also means not treating Cyclone Matthew crisis in Haiti like a country
with no local OSM/UAV/opendata capacities.

Let's work this out and use Haitian home brewed UAV imagery among other UAV
imageries hopefully produced in a coordinated manner

areas that look like groups of shacks.  Should I map each and every shack? I

about 15 min for basic mapping of buildings. Instructions are included in
each tasks and more how to map videos are available via YouTube.

If you would like GIS data from the OSM this is also available and most
easily downloaded from http://export.hotosm.org

As far as shelters please share and we can work to get them included in
OSM. We have already done some of this exact same work for Haiti and
Jamaica.

as I can. Is the learning curve steep on HOT? I am asking because I would

colleagues to get people contributing their knowledge of the areas. I have
coordinates for shelters on Grand Bahama, but not for the other islands,

has been used in the past for hurricane events.

There is also the possibility to use
http://wiki.openstreetmap.org/wiki/Tag:social_facility%3Dshelter which
I do not like as a tag for emergency shelters.

There is also http://wiki.openstreetmap.org/wiki/Key:evacuation_route
that can go on highways.

As the people in Jamaica prepare for the hurricane, I came across a list of
priority and secondary shelters. They are mostly public locations like
schools.

Any tips on registering these secondary functions on the schools? Is there
a tagging scheme for shelters?
