[HOT] built-up areas

A lot of work is going into creating built-up areas, but the results are
inconsistent.  People do good work, but there is no standard method.

Once buildings have been mapped (example: much of the Nepal project #1018)
built-up areas don't need to be done by hand. I used an automated tool to
generate built-up areas from as small area in Nepal, and the results are at
https://drive.google.com/folderview?id=0B79TF0JkJwBffjIybGRVd2VNVllkdGd1bFBJdzJWUzdjM3N5Q1pDYm5NbGJuNVcxRXA1UjA=sharing

The polygons generated by the tool are more consistent, and have a higher
density of buildings than those drawn by hand.

The tool, which is part of ESRI ArcGIS Advanced, (i.e. ArcInfo), allows the
user to decide the minimum number of buildings per area, and the maximum
distance between buildings.

If there is a large area with buildings mapped, someone with that tool or a
similar tool could generate built-up areas for that entire area. This would
also be good for updating built-up areas after new housing was built. I'd
be happy do do some of this work.

Hi Dan,

Thanks for pointing out the issues about the built up areas in Nepal. We
did have troubles while trying to digitize with the newer OSM users.
Consistency is one of the harder things to achieve with newer volunteers,
specifically if we can't enforce any methods or rules by limiting how the
buildings should be digitized.

I was wondering about the ArcGIS built-up area tool (delineate built up
area tool). We do need the input building (in_building) data. We can remind
the volunteers to be consistent next time we have a mapathon or remind them
with these emails, but we do need that initial input data even though the
quality might be compromised. Anyone with a suggestion to a standard
methodology??

I should be able to help with some of the work on the built up area
delineation.

I think another problem is are we mapping the buildings that are there or
using a generated approximation, which is more useful?

I sometimes wonder when I see buildings that aren't quite square
practically speaking does it really matter?  We have the rough size and
position. Square ones do look prettier though oh if only we could just
nudge the new mappers into the JOSM building_tool plugin.
