Channel 4 has sanctioned the broadcast of the most graphic and disturbing 
images that the network has ever screened, showing summary executions and the 
corpses of women who appear to have been sexually abused, to highlight evidence 
of alleged war crimes by Sri Lankan soldiers.The footage, much of it taken by 
the troops themselves on their mobile phones as war trophies at the end of the 
2009 conflict with Tamil rebels, has been identified by the United Nations 
Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions, Christof 
Heyns, as evidence of "definitive war crimes".That will put pressure on the 
Secretary-General of the United Nations, Ban Ki-moon, to order an investigation 
into war crimes by Sri Lankan armed forces and Tamil Tiger fighters, which he

 the undressed bodies of bound Tamil women who appear to have been sexually 
abused being thrown on to trucks by laughing Sri Lankan soldiers. At one point 
in the film, one soldier tells his comrade: "Pose with the bodies!" The 
programme also contains footage shot by Tamil civilians on personal cameras and 
mobile phones showing systematic shelling of hospitals.It contains testimony 
from UN officials, including Gordon Weiss, the UN spokesman on Sri Lanka, who 
alleges that there had been "roughly 65 attacks on medical points that were 
treating civilians". He says: "It probably constitutes a war crime." Vany 
Kumar, a British biomedical technician who was caught up in the fighting when 
visiting Tamil relatives and was under fire in the hospitals, gives witness 
evidence of the attacks.In The Independent today, C4's most senior news 
executive defends the decision to broadcast the images but actually warns 
viewers against tuning in. Dorothy Byrne, head of news
 and current affairs, said: "I don't urge you to watch this programme. It's 
horrific. The images will remain in your mind, maybe for years."Last week, the 
film was shown at the United Nations Human Rights Council in Geneva and watched 
by an audience that included the United States, the United Kingdom and Indian 
ambassadors to the UN. An early day motion has been tabled in Parliament by the 
Conservative MP Lee Scott, calling "on the UN to establish an independent, 
international mechanism to ensure truth, accountability and justice in Sri 
Lanka". It advises all MPs to watch the documentary, scheduled to be shown on 
Tuesday evening.Ms Byrne says that the programme has been made so that the most 
harrowing imagery is shown well after the watershed to protect children. "But 
there are probably many adults who shouldn't watch; people who can't watch 
horrible stuff on the news," she said. "I would definitely say pregnant women 
shouldn't look at it. I would rather
 I had never seen it."At the start of the programme, C4 presenter Jon Snow 
issues a warning to the audience: "This film contains very disturbing images 
depicting death, injury, execution and evidence of sexual abuse and murder, 
much of it filmed on mobile phones or small cameras." Last night he told The 
Independent that the film was "the most important I have ever reported". He 
said: "I have reported civil wars before, not least in Central America in the 
1980s but I have never seen such graphic evidence, often at the hands of 
government soldiers themselves, of what have all the hallmarks of war 
crimes."Sam Zafiri, Amnesty International's director for Asia Pacific, said he 
hoped that the broadcasting of the new evidence would ensure that there was no 
cover-up of the atrocities. "The Sri Lanka government really tried very hard to 
make sure this was a war without any independent witnesses," he said. The

 The Chhattisgarh government speaks of banning civil rights group PUCL

While it is becoming clear that New Delhi is hellbent on silencing voices of
dissent, sometimes state govern­ments too go to a farcical extent in the
name of maintaining ‘law and order’. The civil liberties group PUCL is
planning a state convention titled ‘Patriotism, Sedition and State Power in
Independent India’ in Chhattisgarh on 25-26 June. This has worried the state
government so much that state home minister Nanki Ram Kanwar told a national
Hindi daily that PUCL supplies arms to Naxalites, and that the state
government was contemplating imposing a ban on PUCL and other such
“suspicious” organisations. There are reports that the state intelligence
has issued letters to the police chiefs of all 18 districts in the state,
seeking information on PUCL activities. This information was to be
reportedly sent by 20 May. Kanwar also reportedly declared that social
activist Swami Agnivesh will be banned from entering Chhattisgarh.

PUCL is a leading civil liberties organisa­tion founded by socialist leader
Jai Prakash Narain in 1976.  Many prominent people such as Justice Rajinder
Sachar and Arun Shourie have in the past held positions in its national
executive.

Kanwar is also reported to have claimed that the PUCL had summoned members
from abroad to argue the case of Dr  Binayak Sen which, according to him,
proved that Naxalites were getting full support of the organisation. He
conven­iently forgot that Dr Sen is the national vice-president of the
organisation.

“This statement (by Kanwar) is in line with the whole polarised environment
the state has constructed in the last ten years,” said PUCL’s general
secretary, Pushkar Raj. “It is very disturbing. The government wants to
suppress all kinds of dissent. Such statements by state executives are
irresponsible,” he said. The PUCL national executive is now contemplating a
legal recourse. ‘Instead of paying attention to mafia-style operations by
industrialists, liquor barons and real estate dealers, resulting in brutal
attacks on human rights defenders, journalists, lawyers and social movement
leaders, the Home Minister of Chhattisgarh government is leading the
vilification campaign and ruthless repression (sic) in suppressing the
genuine voices of dissent and democra­cy,’ said a press-release issued by
the Chhattisgarh PUCL.

It is not clear now whether PUCL will go ahead with its convention. Pushkar
Raj said that that was a call the state chapter would have to take,
depending on local conditions.

[humanrights-movement:4470] MiD DAY journalist shot dead by unidentified assailants in Mumbai

*Mumbai: * A senior investigative journalist working with MiD DAY was today
shot dead in broad daylight by unidentified persons in Mumbai. The victim,
Jyotirmoy Dey, was rushed to the Hiranandani hospital where he was declared
brought dead.

The incident occurred in the suburban Powai area of the city. According to
police, four motorcycle-borne men fired at Mr Dey this afternoon. The
shooters escaped from the spot, police added.

"Approximately, 9 entry-exit wounds were found which means at least 5
bullets were fired", Vishwas Nagare Patil, Additional CP, Special Branch,
Mumbai Police said.

The deceased headed the crime bureau of the publication.

Reacting to the incident, Maharashtra PWD Minister Chhagan Bhujbal told NDTV
that he was 'shocked' by the attack. He further added that it appeared to be
a handiwork of the underworld.

"The way he was killed shows that it was a well-planned attack...must be an
attack by underworld", Mr Bhujbal said.

Meanwhile, Sachin Kalbaug, the Group Editor of MiD DAY also expressed
'shock' over Mr Dey's death. Speaking to NDTV, Mr Kalbaug though said
holding the underworld responsible for the journalist's death would be
"premature".

Mr Dey is considered to be arguably India's best-connected writer on the
Mumbai underworld. He spent most of his reporting career bringing out
accounts of the goings-on in the Mumbai underworld for several newspapers
including the Indian Express and the Hindustan Times.

He is the author of 'Zero Dial: The Dangerous World of Informers' and
'Khallas' - considered a dictionary on the Mumbai underworld.

Mr Dey also wrote extensively about fugitive don Dawood Ibrahim, Chotta
Rajan and others. He was reportedly working on a series on Dawood when he
was killed today.**

Dear Ranjana, Greetings, and thanks for the concern. The CG PUCL is in touch 
with the National PUCL about the possible response. On our part, we are 
planning a SIGNATURE CAMPAIGN from all over the country addressed to The 
Governor, Chhattisgarh Government condemning the proposed  . and publicized Ban 
on PUCL & EKTA PARISHAD, and also demanding action against those in the 
Government (Home Minister Nanki Ram Kanwar) for carrying on a vilification 
campaign against PUCL. Very soon, the draft will be finalized in consultation 
with the National PUCL leadership, and also the Ekta Parishad. ( Mr. P V 
Rajagopal is coming to CG on 12th June)
 The SEC of PUCL CG is also meeting on 19th June  to take stock of the 
situation and plan future course of action. As, we are still in the dark as to 
what would exactly happen.If one went by the letter of the Law, those 
associated with it, including office bearers, should be detained. This could be 
one way the fascist regime is thinking of circumventing the Binayak's Bail 
granted by the SC, as he is presently the President of the State Unit. Adv 
Sudha Bhardwaj is the General Secretary. But, we could plan to court mass 
arrest, and as many members and office-bearers could go to Jail after the 
Ban order is published in the Gazette. 
 The CSPSA 2005 also provides for representation to the Advisory Board 
constituted under the Act, which consists of, at least, two High Court judges. 
But, the representation is to be made by the office-bearers of the banned 
organisation. We think that it would be wise to prepare documents and details 
about the PUCL, especially the CG PUCL, and someone from National PUCL 
(like Mr. Rajindar Sachar) accompanied by the National PUCL 
office-bearers should make a representation to the Advisory Board. 
 We will also plan protest demonstrations all over the State with the help of 
democratic and people's organisations, including some of the political parties 
like CMM, CPI, CPI (M-L), Gondwana Gantantra Party, etc. 
 And then, most important, many democratic organistions have organized a 
Convention on PATRIOTISM, SEDITION & STATE POWER IN INDEPENDENT INDIA on 25th & 
26th June 2011 at Raipur. We expect some 250 delegates drawn from all the 18 
districts of CG, and also supporters from the neighbouring states, with 
leadership from National organisations, including PUCL. We are planning to 
announce the Convention with full details by Monday. Many supporting 
organisations should participate. We could give it a national look primarily 
because of the threats being faced by human rights and democratic organisations 
in CG.
 This Convention is being looked upon as a focal point for mobilizing public 
opinion, and plan a nation-wide campaign on these issues of growing threat to 
the democratic and people's organistions and activists.

forces at this challenging time,
