Given that there already is a Squeak Virtual Machine for Android, it is not infeasible (though still quite some work) to make Etoys run: http://news.squeak.org/2010/02/13/squeak-on-android/ However, even if it was running, it would not really be usable. You'd have to install a more vanilla linux on that machine to get any Sugar activities running on it. ASE is mostly a toy, allowing you to run simple scripts. Android => Java, no way around it. Android is kin to Linux with a heavy dose of Java.
