Setahu saya Malaysia menang bukan karena sudah bikin resort tapi karena 
secara sejarah Malaysia itu warisan jajahan Inggris dan sejak dulu Inggris 

sudah membuat mercu suar di pulau itu termasuk membuat aturan lokal/hukum 
yang berlaku di pulau itu
