I worked on a similar problem once where HSM on system B owned the  reserve 
and our vendor product on system A couldn't do an I/O - got  Start Pending.  
User had no product installed to convert Reserves into  ENQs.  I changed logic 
to do an I/O Purge after X no. of seconds  - this caused IOS to do a Halt 
Subchannel - which also didn't end.  Then  user started seeing Halt Subchannel 
Pending messages.  User went ballistic  - your product is melting/destroying my 
processor.  I ended up disabling  the feature that did the I/Os.  Sigh...
 
HSM is a likely candidate for initial investigation.

It could also be reserved on the same system.

But this would not block access from the same system, so START PENDING
does not apply here. Of course, there can be contention by means of an 
ENQueue, but that would just block a task long before an I/O is even
started.

Try looking for a hardware reserve from a sharing system.  I can't see  all 
the error msg... looks like it might have ended with RESERVED BY xxx,  where 
xxx is another system's name?  It could also be reserved on the same  system.
