The "command prefix" helps the command listeners on the SSI to
recognize "their" commands. Also, the same command can be used by more
than one instance of a subsystem, each having a different command prefix.

Actually now in NetView V1R4 (GA'ed March 2001) and V5R1 (GA'ed March 2002)
you have the Command Management feature where you can intercept any command
such as a standard MVS command or your new DISPUSR (without using the command
prefix) and have NetView REXX/PIPE coding do whatever you want it to do. For
instance, it can change the parms on the command, reject the command, whatever
you can think of.

Are you wanting to create a "DISPUSR" command?
Or are using using this command someplace else that makes it appear as 
if it is a MVS system command.

We have created NetView Clists that use various MVS commands to do 
different things.  From within NetView you just issue the command (like 
"DISPUSR") however from a MVS console you need to enter the NetView 
command prefix (like %) in front of the command (like "%DISPUSR").

You can do it with an exit specified in MPFLSTxx member.
For example I have an exit (DCSAEXIT) which displays CSA usage if you enter
the command D CSA
The entry in MPFLST00 looks like this :
.CMD USEREXIT(DCSAEXIT)
