I just installed z/OS 1.9. *Two* HPCT carts. Cartridge size is 10GB 
uncompressed, typically 30GB compressed. So, it had to be 
(significantly) more than 10GB. Of course it depends on the products 
included in the order.

Installation didn't fit on single DLIB and Target (mod9's).

answer to the download question:  

size depends on everything you have in your z/OS order, but anyway, from: 
z/OS Planning and Installation: 

#1. typical z/OS-only ServerPac order is approximately 6 GB in size 
(compressed). 

#2. A download file system. Your order is provided in a compressed format and 
is saved in a download file system. The size of this file system should be 
approximately twice the compressed size of your order to accommodate the 
order and workspace to process it.

When I did 1.7 I put the unlabelled tapes in the ATL. Then we added the 
VTS and it no longer would cooperate.

My experience, YMMV.
