API0920E NETSPOOL A print job failed. Errno=1128, Return Code=x'120d0253'

I am trying to upgrade to zOS 2.4.

So far, everything works with the exception of Info Print.

I am receiving the following error message:

API0920E NETSPOOL A print job failed for NetSpool LU P87A. The UNIX
socket connection command CONNECT failed with errno =1128, R15 =
X , Return_value = X , Return_code = X 0468,
Reason_code = X 120D0253.

The errno=1128 (return code-x'468')  indicates a connection error.

Reason code x'253', according to a google search,indicates a JRSocket error.

I could not find anything to indicate an issue with a 2.4 upgrade.

Does anyone have any suggestions as to this issue or where I can look for
additional information?

It has been a while since I supported OPS/MVS, but where I was, there was a
security environment built with OPS Rules.  It was based upon the userid of
the requestor and was set to allow or disallow functions with OPS/MVS.

I think the rules dataset we used ended in 'security.rules'.

We would update the appropriate member(s) and then deactivate and
reactivate them.  Make sure you reset them to auto-enable.

You may have to enable them via console commands as you may not have all
the authority to work within the SPF application.
