This is an erroneous remake of the diagram as it existed in old manuals, e.g.
DFSMS V1.3 (i.e. pre-OS/390 & z/OS era). I just had a look at the diagram there
and it shows the BDW also for record b. It is drawn using "-", "+", and "|" to
draw boxes. The docwriter who draw the new diagram obviously misinterpreted the
old one ( I think it is clear).
