A sneaky and NOT-RECOMMENDED method could be ...

Perform your normal dynamic allocation.
Locate the dataset's DSEN entry (modgen(IEFZB902)).
Run the SCT chain and determine the job's LAST step number.
Update the DSEN so that it thinks the data set is to be used until the last 
step (update the last referenced step number).


Also be aware that this control block has changed in zOS 2.1 and may 
(probably will) change in the future.

In zOS 2.1 there's a last EXCL step number and a last SHR STEP number.

Again, this is NOT recommended unless you REALLY know what you're doing (and 
have a TEST system to play with).

of the entire job (or several job steps) and not just for the life of a
single job-step?  Would specifying the TCB address of the initiator TCB on
