We experienced the exact same issue with the upgrade of our 1st LPAR from z/OS 
v2.1 to v2.2 in early July.  A ticket to IBM resulted in similar results:  "The 
PERFDATA display confirms the problem reported by OA50806 (RSM) and OA50777 
(JES2)  PTF availability for both APARs is 08/26/2016.  ++APAR can be 
provided on an emergency basis.  However, there may be substantial work 
involved when removing the ++APAR fixes before you can apply the official 
PTFs.".  So we are just awaiting IBM to notify me of the ptf's then we will 
apply them.  So, anyone who upgraded to v2.2 should check their before/after 
CPU usage for JES2 and probably apply the ptf's.  And yes, thanks to IBM for 
quick resolution.  (Note, a couple of years ago when we upgraded to v2.1, we 
had a similar issue of increased CPU usage but that was resolved by a ptf for 
the ThruPut Manager product.)

High CPU in JES2 at z/OS 2.2 OA50777

We experience 2 to 3 times additional CPU usage by the JES2 address when 
converting to z/OS 2.2.  The fix for OA50777 brought the CPU usage back inline 
with what we were seeing at z/OS 2.1.  This is a 2 part fix and also requires 
the RSM fix OA50806.  Kudos to IBM for responding quickly when we reported the 
issue.
