I don’t think I’d use FTP for this mission. It can be quite brittle and difficult to keep secure. How about the z/OS Management Facility? Chapters 30 and 31 of the IBM z/OS Management Facility Configuration Guide (IBM Publication No. SC27-8419) explain how you can configure and secure a multi-Sysplex (and/or multi-Monoplex) network of intercommunicating primary and secondary z/OSMF instances. And then you should have all the unified operator services you need to distribute and activate IODFs across the several z/OS instances with or without automation. Sometime ago I was told but IBM support you should do the software activation first and then on the last lpar on the CEC do the software/hardware activation. Doing it that why avoids the need for SOFT=NOVALIDATE during the activation.
