AUTOBACKUP=Y says backups will be taken by HSM.
However, what the description does not say, is that HSM Auto-backup needs to be 
configured. 
This is handled by SETSYS AUTOBACKUPSTART and IIRC, SETSYS CYCLE. 
CYCLE says which days to perform actions AUTOBACKUP start gives a window for 
starting the autobackup task
