It sounds like perhaps you do not have the security setting set 
correctly or completely for Software Management.  As already suggested, 
be sure you've run sample job IZUDMSEC in SYS1.SAMPLIB.  In particular, 
be sure you've got a profile like this defined and your ID has CONTROL 
access:

.ZOSMF.SOFTWARE_DEPLOYMENT.DATA.**

If you've got the basic security settings defined, its possible you've 
defined more granular security controls which affect the names for 
Software Instances and such that you're allowed to use.

Did you review the Link?

Well the link is not great.  So I would use the Table of Contents to the Left 
and open it up and selected the manual from there

Then have your z/OSMF Admin review the security setup 

  IZUxxSEC jobs in SYS1.SAMPLIB

IBM provides a set of jobs in SYS1.SAMPLIB with RACF commands to help with 
performing these changes. Each job represents a set of security profiles to be 
defined, based on the specific  z/OSMF functions to be protected.
