On the original question of how to pick up changes to TCPIP.DATA you need to 
refresh your resolver with a modify command.

I’m assuming this is a z/OS system as you don’t say in your question.

With the default resolver:
F RESOLVER,REFRESH

Or with your own customised resolver:
F your_resolver,REFRESH
