If the entry is in a user catalog, the user and authorized users
should be able to delete it.  If the entry is in the master catalog
you need a higher level of authorization to alter the master catalog.

Jake,  just grasping here, possible to test this again?

display your console (SDSF) attributes after you get the IEE703I message

D C,CN=yourconsoleid - for me it's my TSO USERID

I am thinking, if you are in a sysplex your MSCOPE is not *ALL.
the only other thing I can think of is make sure your console mode is now 
distributed, that was a change I think for 2.3 an upgrade from 2.2 to 2.4 you 
may have missed
in IEASYSxx
CON=(xx,DISTRIBUTED)
xx -points to your console parmlib member

RESPONSE= IEE703I REPLY 38 NOT REQUESTED FROM THIS CONSOLE

It worked perfectly in z/OS 2.2 But in 2.4 this has started occurring.
I am sure there is some changes in CONSOLxx parmlib member that needs
to be looked into.

Has anyone faced this issue?

It worked perfectly in z/OS 2.2 But in 2.4 this has started occurring. I am
sure there is some changes in CONSOLxx parmlib member that needs to be
looked into.

Has anyone faced this issue?

z/OS 2.4 Console outstanding message error

Recently I upgraded the z/OS 2.2 to 2.4 Post that I am receiving the below
message while I am trying to initialise a dasd volume using ICKDSF, Though
