The choice of layer 2 or 3 depends on how you configure the qeth driver. See the Device Driver book on DeveloperWorks for details on that. When using a VSWITCH, the guest must conform to the type of VSWITCH (IP=layer 3, ETHERNET=layer 2), as the VSWITCH does not support both kinds of vNICs at the same time.
