Usually EMC copies the data from the old box the the new box, using an
EMC-utility, no mainframe IO involved.
Shutdown mainframe, connect to the new box, and IPL.

We used a standalone facility provided by our hardware vendor (EMC in this 
case).  System(s) came down, EMC ran their utility which was very quick, and we 
IPLed the newly copied res pack(s) on their new addresses.  We used no 
mainframe facilities other than our standard backups in case of complete 
disaster.

We did a migration just a few months back.  We only run Linux under z/VM, all 
of our z/OS images run in their own lpars.  We used some z/OS software (TDMF) 
to move the z/VM volumes.  It did require us to bring down the z/VM lpars 
during the move.

As far as I remember over the last few times we changed DASD,
we hooked up the new storage to the old with PPRC and then
started up with the "mirrors" as our primary disks.

I don't think we have bothered to actually *copy* disks in a long time.
(We have not had IBM DASD since the RAMAC of unfortunate memory)

I actually know of one z/OS installation that used a utility like FDR to move their z/VM 
volumes.  It was much faster than DDR and we only had a problem with one volume (due to 
a volume label issue).

 I'm doing it right now...

we are using PPRC...

we are migrating from ds8300 to ds8700...

We had no problem, but pprc only allowed copy to same types of volumes...
ex:  ckd to ckd or fb to fb... not allowed mirror ckd to fb volumes...

make the copy using ds to quick and t
