You need check Allow dynamic i/o changes on LPAR you wish on HMC..

i set it too on my SYSTEM CONFIG on lpar that you choose to be dynamic
changes..

I don't have a z10, but on my z890 I seem to remember
that I needed to set dynamic on somewhere on the HMC.

Possibly in the activation profiles? It's been a while...
