Full Function VM:Secure (with Rules Facility enabled) is a very good 
Security Manager and it plays very well with SafeSFS.

If you'd like to know what RACF provides for SFS, read chapter 15 of the 
RACF Security Administrator's Guide.  To summarize, RACF provides 
protection and audit for
- Directories
- Files
- External objects
- SFS administrator commands
- SFS operator commands

These are protected separately, so you could, for example, choose to 
control only the admin and operator commands, leaving 
file/directory/object protection to the SFS server (GRANT AUTH), yet still 
use RACF to audit access.  (This is one thing you cannot do with 
minidisks: Audit individual file access.)

As to whether that's all the functionality of SafeSFS, I leave to those 
more familiar with SafeSFS.
