I received a private reply from IBM so am including the meat
of the email but without the contact details

The first PUT2PROD could be skipped, however the two
invocations of the service exec are necessary.  The only
time you can invoke the service exec with multiple envelope
names is if they are part of a logical set ( VMSES format
stacked tapes), as is the case with a multiple volume RSU.
The service recommendations from the bucket are delivered as
COR service and requires a specific invocation of the
service exec with that envelope name. The service exec keeps
a cumulative list of actions required by PUT2PROD. This
allows multiple service sessions to be followed by a single
PUT2PROD.

mentioned in upgrade ZVM520 subset 0702RSU document.

These were applied serially using the sequence of commands

My query of you is
1)Could the first PUT2PROD be left out ?
2)Could both lots of PTFs be included on the one
SERVICE invocation ?
