It means "Look at SSLSERV's console log and see what's happening."  :-)

If you haven't already done so, you need to call the Support Center (VM 
TCP/IP) and ask for an updated version of SSL.  We have a fix-test version 
for 5.2 and 5.3.

By default, the TCPIP and TCPIP related consoles get spooled to the
userid TCPMAINT.  You might find what you want there if the console has
already been closed.
