 ubuntu 10.04 network manager applet is capable os setting up mobile
broadband connections such as reliance. however a bug in the
modemmanager package shipped as default in ubuntu will prevent you
from making connections. the work around is to install the latest
modem manager packages

follow the following steps(you will need a working internet connection
beforehand). it has worked for me but i dont guarantee it will work
for you.

go to system  Administration  Software Sources, after entering the
sudo password

  1. click on other software tab and click the Add button(on
with big +)
  2. in the dialog box that pops up paste the following link and
click ok

lucid main
  this will add a 3 rd party repo to
your software sources from which ubuntu can retrieve install software.
these repos comes with a signing key sos a to ensure the validity of
the packages these keys too should be added in the key for this repos
is as follows

   select and copy the above whole
block and go to the authentication tab, right click anywhere inside
and select Add key from paste data
this will add the key to package manager.

Now click on the close' button. it will ask you to reload package
cache, select reload to update the package database.

once reloading is done again go to system  Administration  update
manager

click on check for updates. followed by Install updates

  this will install the most newer version of modem manage and network
manager packages

   after the update is complete restart the system. plug in  youy
modem in to the usb port give it a few seconds to be detected by OS

now right click on the network manager applet icon on the upper
panel and select edit connections  go to the mobile broadband and
click on add. in the dialog box that pops up select your modem and
click next. in the following pages select india as country and
reliance as provider
in the final step another dialog box will pop up asking number,
username and password

  in the number field type #777 if it is already there

username and password is the 10 digit number for your card. enter
them and click apply
to connect to the internet left click on the network manager applet.
in the list that pops up select  reliance to connect to the net
