There are good torrent clients in ubuntu other than transmission. Ktorrent,
Deluge, Vuze etc.

 Go to Edit-Preferences-Network for specifying the upload/download caps.
 You can also use the command line version - btdownloadcurses with the
 --max_upload_rate option.
