Assume it as a requirement for the person who is able to work on Oracle in a
Open Source Platform. ;)
We have Oracle ported for Linux that most of us are aware of ;)
After all COMMERCIAL tag is specified.

I am afraid I cannot assume what is not said. The [commercial] tag is for 
foss/oss related commercial stuff - if it was for oracle on linux/bsd platform 
- even then I have my doubts. In all these cases, one must ask: 'what if every 
one does it?' The answer is: 'this list will be flooded with job posts for 
expertise in non-free tools'. Do we want this?

install poedit. choose the app you want to translate. There will be a .pot 
file. load this. Save it as appname.po. Choose edit-preferences-translation 
memory. Choose your language and ask it to generate a database. Point it to 
the available tamil files (usually in /usr/share or /usr/local/share). There 
will be about 200 such files in an average distro. Once your database is 
generated, ask it to automatically translate (this is under 'catalogue'). You 
will get a screen with 3 types of string - untranslated, translated and fuzzy. 
Fuzzy means that the computer is not sure whether it is a correct translation. 
Click on a string - you will get 2 windows, one showing the source string and 
the other showing the tamil (may be blank or may be a wrong translation).

mistakes and mark them as non fuzzy. It is hard work at the beginning, but as 
your database grows, more and more automatic translations will be correct. 
When you save, the poedit will generate two files - appname.po and appname.mo. 
The second is a compiled version - and usually will give errors. Do not worry 
about that - the app developer should be able to take care of that.

I am not working for Tamil (I also do Kannada, and am not working for 
Kannada). I do it to improve my language skills and because it is fun. (I also 
do it because I am not happy with the current so-called translations into 
Tamil). And also to show that it is possible to contribute to a foss project 
even if you do not know how to code.

We plan usability testing of translations at least once in a month,
after the FUEL event.

Dr. T Vasudevan has been translating GNOME & maintaining it
continuously.

Quality of it need to be reviewed & reported. You can start there. What
we do, need to be in usable form for the audience. You can take up GNOME
documentation work that is untouched. Join the GNOME list & ask Dr. TV.
He will be sending you PO files. You can yourself checkout.

You can join GNOME translation team & contribute, with Dr TV & Felix.

If you interested in KDE, I will be re-doing the Core of it this month &
all of the rest need to be done again. 

For XFCE, Mohan has started contributing, you can approach him

Firefox & Openoffice Mugunth is the contact person. An extract of

My observations.

1. msgid "Enter a valid number within range"
msgstr "எல்லைக்குள்ளான செல்லத்தக்க எண்ணை நுழைக்கவும்"

Enter does not mean நுழைவு here

2. msgid "Incomplete opcode"
  msgstr "முகவரி பூர்த்தி ஆகவில்லை"
  முகவரி means address not opcode.You need something else for opcode.

3. msgid "Enter a valid number within range"
   msgstr "எல்லைக்குள்ளான செல்லத்தக்க எண்ணை நுழைக்கவும்"

This is just pure crap.You need something else for range, not செல்லத்தக்க !
