I am not sure about it. If he is open to that, he would say it in that
mail itself. I forwarded the content of your mail. In that it is
clearly stated "If the LaTeX sources of the book are made available".
Asking repeated questions is not a good idea. What we can do if we are
not getting the source? I don't have any clue on PCTeX 5.1 Distille.
In free software as far as I know the best IDE is TexMaker.
