To clarify things, am looking for a reasonably good graphic (can do
with even average) artist with very good knowledge of CSS, browser
compatibility and screen size issues!

mechanical process - no need to understand design. Designer is looking 
over the programmers shoulder to look after that. The mockup is done in 
Gimp, sliced and translated into css by the programmer. Designer looks 
at end result and gets it tweaked. No problem.

 Hmm.. cant understand how a programmer can translate design into
workable GUI untill he understands design ?

Hi,

Am looking for a web designer competent in CSS and browser quirks to
design the 'look' for a web application that will raise the Web's
major version by a whole, integral number  whatever be its current
version :-).

Am not very sure there will be many CSS/design types lurking here. So,
even if you are not, but know someone, please mail me their email ID
or request them to mail me. This is a short term assignment lasting
maybe a couple of months.
