I gone ahead and registered and this is the response i got. OP, kindly note
we don't encourage such schemes in FOSS groups. At the least you should
have informed about such method in your original post.

If you are not interested or would not be able come on that day then,
please respond right away.

then people tend to defer the decision to attend till last moment, whether
to come or not.  As currently I don't have any ticket management system,
I am going to request you to transfer INR 1000/- to my account by 6th
Jan'16.
I would return your 1000/- on the day of workshop. Sorry to keep it like
this
but I want to make sure that you are coming.

Its is not a scheme but just to make sure people come for workshop and
don't
just block the seat, which can be used by someone else.  Having the exact
count of participants would help in logistics.

Can you suggest a better way to manage registration and make sure all the
participants who got confirmed, attend the event ?  I would use that from

I didn't see anything wrong with it. Moreover, the OP said that the
money will be given back to you on the day of the workshop, and it is
thus a free workshop.

Since the capacity is limited, this method ensures that only the
people who are serious about attending the workshop sign up, and not
prevent genuine people from giving a chance to attend.

I checked with the Management of System Insights (Tambaram East) and
they are happy to host it for free. They also said they can sponsor
food.

I had earlier organized two installfests at the venue.
