I am also of the opinion that a PIL would help but it would be a long drawn process with a lot of evidence collection to present to the courts such that the presiding judge rules favor of open standards. Evidence collection and a good council - they cost money. Who will foot the bill? The problem is with the tender process. To the best of my knowlege there is no requirement that the application must work to open standards.
