I installed Skim and i dont remember of ibus installation, but got ibus
option

 Can I request that a bug be filed or, a discussion be done on the
 #fedora-i18n channel ? Ask Fedora is another option.

Hi !
I installed ibus and boosters for tamil. I could choose the tamil phonetic 
language now. But, I am still not able to get the phonetic typing working. I 
get the Keyboard icon in the notification - ibus runs perfectly. I chose tamil 
keyboard layout in Regional and language settings. 
Where am I missing out ?

Yes you will not get. you need to start it manually for the first time.

 ibus-m17n will give you Tamil phonetic typing too.
yum install ibus ibus-m17n
will do the trick.
