The only condition is this should not have interconnection with the PSTN network within India. The vendors who provide IP based PABX in India have to provide different partitions one for the CUG and the other for the PSTN and need to give an undertaking that there is no interconnection between CUG and PSTN. A 'social networking' site has it easy if the password used for registering is the same as the one used for the mail account! Hence, 'feeblemindedness' is a bit too strong. A friend, who is quite well known in IT and Computer Engineering fell victim to such an error a couple of year ago.
