for someone who knows howto write code, and understands C - maybe has a
bit of experience in that - the actual guides and docs available off
kernel.org are plenty to get started with.

there are no certified kernel developers around anywhere, if thats what
you are looking for. And peer review is the only way to get code
upstreamed, its also the most productive and the fastest way to learn
about kernel coding in Linux
