Sukhbaatar, who's interested, among other things in l10n,
marketing, GNOME-MN (planning), testing. A Gnome link sees
Dulmandakh saying he contributes bugs and patches to GNOME's
Bugzilla, contributed translations to GNOME projects, and

After his first trip to India, regular columnist Bill Thompson looks
forward to the end of western domination of the free software community

India's programmers are writing code to meet their own needs
The five of us bounced out of the restaurant at around 10, after a great
meal, some beers and the usual arguments about preferred programming
languages, the future of free and open source software and the merits of
Terry Pratchett's later works.

It was a warm night so we crossed the street to get something to cool us
down - not ice cream, but the best kulfi in the Defence Colony, one of
the hippest areas in downtown New Delhi.

It was my last night in India after four days making Digital Planet
specials with the World Service.

My new friends from the Delhi Linux User Group had dragged me out of my
luxurious business hotel into the real city for a meal.

The sizzling paneer and noodles were excellent. The beer was cold. And
the kulfi was as good as Raj had promised.

But even better was the chance to make a connection with a group of
people outside the US and Europe who are working with the Linux
operating system.

Indian problems

I'd come to India with the sense that, like Brazil and other countries
outside the West that are taking free software seriously, India is
moving into a new phase in its use of free and open source software.

These guys - and it was a boy's night out, though there are women
members of the group too - are using the freedom which the Linux
distribution licence gives them to build tools and technologies for
themselves.

They don't have to wait for a far-distant company to decide whether
their market is big enough or commercially viable. If they need code
that meets their specific needs, they can just write it themselves.

They are certainly going beyond the point where they take code from the
US and Europe and spend their effort localising it by adding support
for local languages.

But according to Raj and Mary, both Linux experts, Indian coders are
still isolated from each other, and although they contribute to many
projects there is no real focus on solving Indian problems.

The website of the Free Software Foundation of India lists a few dozen
India-based projects, but there is apparently a long way to go before a
real free software community emerges.

And while Government support for free software is genuine, government
computer departments do not contribute to other projects and do not make
their work available for others to build on. The government just sees
free software as a way to save on licenses.

This is a shame, as there is a political dimension to the use of free
software which will be very important for India and other developing
countries.

Liberal Origins

Until now free and open source software has been one of the ways in
which the US spread its values around the world, the soft guy approach
that seems to oppose, but in fact is symbiotic with hard-edged
capitalism on the Microsoft and Intel model.

Both are firmly embedded in US cultural values, and the free market is
as important to Linux as it is to Microsoft.

If we consider its origins within the post-hippy hacker culture of MIT
then we can see that free software is as parasitic on the larger
computer industry and its capitalist ethos as the early hippies were on
their wealthy middle-class parents and their Protestant work ethic.

All that nice code won't run unless Intel and AMD, neither of whom is
particularly noted for being soft and cuddly, continue to make the
processors and Dell and Sony continue to squeeze component suppliers and
ship the systems.

In 1999 Richard Stallman the originator of free software, wrote that he
saw 'no social imperative for free hardware designs like the imperative
for free software', so the situation clearly does not bother him.

Yet, as often happens when the US tries to impose a particular point of
view on the world, the results can be the opposite of what was intended.

Just as the continued boycott of Cuba after the Soviet Union collapsed
forced Castro into alliances with other Latin American countries and has
helped promote new left-leaning governments across the continent, so the
desire to spread US liberal values through free software may have
unexpected consequences.

Cultural shift

Stallman, Linus Torvalds and Eric Raymond, the three big thinkers behind
free/libre/open source software - and one should always be suspicious of
any movement that so fails to reconcile its divisions that it needs
three names - may have unleashed a monster that will consume them.

The famous digital divide is getting wider. A two-part
documentary, The Code Breakers, to be aired on BBC World
starting 10 May 2006 examines whether free/open source
software (FOSS) might be the bridge?

FOSS contains 'source code' that can be used, copied,
studied, modified and redistributed without restriction. It
has been around for over 20 years but most PC owners are not
aware that the Internet search engines and many computer
applications run on FOSS.

It's not that FOSS has had a bad press, it has had no press
because there is no company that 'owns' it, says executive
producer Robert Lamb. But we found that in the computer
industry and among the afficionados, it is well known and its
virtues well understood.

The crew of the independent producers who made the film went
to nearly a dozen countries around the world to see how the
adoption of FOSS presents opportunities for industry and
capacity development, software piracy reduction, and
localization and customization for diverse cultural and
development needs.

Stories from The Code Breakers include computer and
Internet access for school children in Africa, reaching the
poor in Brazil, tortoise breeding programmes in the
Galapagos, connecting villages in Spain, and disaster
management in Sri Lanka. The documentary also includes
interviews from key figures around the world.

Intel, IBM, Sun and Microsoft all seem to agree that FOSS is
a welcome presence in computer software.

According to Jonathan Murray of Microsoft The Open Source
community stimulates innovation in software, it's something
that frankly we feel very good about and it's something that
we absolutely see as being a partnership with Microsoft.

INTERNET, TECH SKILLS GROWING QUIETLY IN GOA

PANJIM, April 30: Goa's BSNL internet service provider is
already providing some 3000 broadband connections in the
state, and roughly another 24,000 people dial-up to get
access the Net using this central government-run service.

These figures emerged during an informal discussion at the
monthly meeting of the India Linux Users Group (Goa), a
network promoting Free Software and Open Source in the state.

ILUG-Goa, which holds its meetings usually on the fourth
Saturday of each month at the Goa Science Centre at Miramar,
sees a range of tech issues -- usually directly related to
Free Software and Open Source in Goa.

During it's meet on April 29, a range of issues came up for
discussion, from how to partition your hard-disk (to install
GNU/Linux side-by-side with Windows), to software tools to
ehance productivity, and various internet and broadband
options available to users in diverse parts of Goa.

For instance, there are some useful Free Software tools to
monitor your bandwidth usage on BSNL's broadband. One such
tool is available for free download at

Called the Data One Broadband Statistics, this is a
screen-scraper written using Perl to download usage
statistics of BSNL's Data One
(www.bsnl.co.in/service/dataone.htm) broadband service and
total it.

Generally, BSNL (www.bsnl.co.in) allows only the
Microsoft-based IE and has no monthly total. But trust Indian
software talent to find a work-around. This solution comes
from the Free Software/Open Source network in Chennai.

Debopriyo 'DP' Sarkar pointed to a 'mindmap' of various Free
Software distributions or 'distros' available, which was
illustrated at linuxhelp.blogspot.com 

Earlier, there was a brief presentation on FreeMind.

FreeMind is a premier free mind-mapping software written in
Java. It has the potential of playing the role of a high
productivity tool. Operation and navigation of FreeMind is
faster because of one-click fold/unfold and follow link
operations.

Other members raised a range of issues -- from how to get
started in GNU/Linux, to playing around with tools like
StumbleUpon, and how to encourage Free Software usage in
schools and educational institutions.

Remy Furtado of Rosary College, Navelim expressed an interest
in working on the Free Software tool Moodle, ideal for
distance education, as the Goa University moves to a pattern
of semisterisation. Goa Engineering College's Prof George
Easaw has done work on this platform, as have others.

Reacting unofficially, BSNL officials said Goa now had six
STMS 155 MBps connectivity, which was resulting in a speedy
expansion of broadband to many parts of the state.

But for broadband facilities to become available in village
areas, at least 60 subscribers were needed to make operations
viable.

So far, broadband from BSNL is available in a growing number
of areas in Goa: Panjim, Vasco (except Cortalim, but
including Sada, Mangor, Bogmalo, Sancoale and other areas),
Ponda, Bambolim, Merces, Dona Paula, Porvorim, Mapusa town,
Calangute-Candolim, and Saligao, among others.

Equipment has already been installed in Aldona exchange, and
broadband facilities are expected to go functional

I have set up XAMPP[1] (a distribution of Apache+PHP+MySQL+ProFTPD etc)
via SSH on a server located outside. It doesn't give any errors on
start-up, but images fail to load. Images are broken links. Help? FN

UNION minister of commerce and industries, Kamal Nath has assured that the
Indian government is committed to its stand of not allowing software
patenting for the time being and that it would reiterate this stand in the
forthcoming meeting of WTO ministerial at Hong Kong.

This was conveyed to a delegation of Free Software Foundation of India (FSF
India), which met the minister on December 6 in New Delhi and discussed with
him about the proposal for software patenting which came up early this year.
It comprised M Arun, secretary and Y Kiran Chandra, secretary FSF AP
Chapter. CPI(M) Polit Bureau member and MP, Sitaram Yechury and CPI(M)
central committee member and MP, P Madhu accompanied the delegation. A
memorandum was also submitted to the minister on this issue.

In a statement released to the press, the FSF India representatives termed
the discussion with the minister as fruitful. The minister informed the
delegation about his opinion that copyright provides reasonable protection
for the software industry. However, pointing out that there was a strong
demand from sections of the Indian IT industry to allow the patenting of
software in conjunction with hardware, the minister expressed the need to
find a via media between arguments of different groups.

The FSF India stated that in the coming days it will interact with
industries, particularly small and medium industries, to highlight the
harmful effects of generic software patenting and also in order to
understand the needs of the industry. It would be working with the industry
to find a via media which will protect the larger social interests and at
the same time protecting economic interest of industries, the statement

GOOGLE's ENTRY into the sub-Rs 10,000 PC market has rattled the cage of
existing players. But the search-engine giant's entry into the hardware
sector in India with a thin-client model (a PC with no hard disk and
computing) may not be a walkover.

HT was the first to report on December 15, 2005 about the Google's plans
to enter the Indian market with thin-client model.

Early entrants like the Simputer and other low-cost PCs are being still
viewed skeptically. Globally too, thin-clients have managed to make only
small inroads.

But the real fight is for a different space. Google appears to be
looking to dethrone Microsoft from its desktop throne.

Thin clients have been viewed in a cautious manner primarily due to the
price factor. But with Google entering the fray at such an attractive
price point, things might change, says Nitin Mukadam, an e-commerce
consultant.

The advantage with thin clients is that the storage happens in a central
server. For example, all data and applications (like word processors,
spreadsheets, etc) are hosted in a central server. This solves a lot of
problems right from storage to viruses.

Also, with bandwidth prices coming down, the commercial viability of a
thin-client device is now more feasible. Then, therere are issues with
regards to Random Access Memory (RAM) that can run with even small
memory space.

Industry analysts opine that Google has a rough road ahead. Delivering
complete functionality in a thin-client is most challenging, Sameer
Kochhar CEO of Skotch told the Hindustan Times.

Translated, it would imply that since Windows is the pre-dominant
operating system, operating on non-Windows system would take some
getting used to (Google would bundle Linux-based applications).

Sanjeev Sharma, managing director, Fujusan Technologies, an Indian
representative of Fujitsu, the Japanese IT and communication solution
provider, feels that the acceptance of a device of this kind will be
predominantly in the small office-home office.(ENDS)

important task, drafting GPLv-3.

GPLv-2 was released in 1991, and it is the most widely
used free software license.  During the course of time,

is possible that user's freedom may not be preserved.

FSF says it is committed to protect the software freedom even
under the transformed conditions in future. A draft of the

Institute of Technology (MIT) on January 16 and 17, 2006. Dr

Using computers with kids can be problematic. On Windows machines
problems arise when they start fooling around with system files or donâ
€™t respond appropriately to warning messages. By contrast, the greater
security provided by Linux means kids can play, largely unsupervised,
with little risk to the system. This briefing looks at various aspects
of using Linux with kids – both in terms of software and playing with
hardware.



Gnu/Linux is a really good computer operating system – especially if you
like playing with networks or programming languages. But there is one
area where both the resources available with Linux distributions, and
the efforts of the Linux support community to provide assistance, are a
little thin – using Linux with young children. This briefing has been
developed to address this shortfall in support.

The development of this briefing has not been a formal study. It has
emerged as a result of the experience gained in studying how two young
children (right) have been able to learn how to use the computer, and
the functions of the graphical desktop. What follows is therefore a
documentation of the knowledge gained from observation rather than an
in-depth study. It is also the reason why this briefing is limited to
the ages three to seven. However, it is hoped that the idea presented
here will spawn other projects to provide support for the use of

This is something interesting I read in the linux-magazine.com:

  Not so long ago, professional quality 3D
  animation required expensive workstations. The software
  they ran, for example, Maya (Unlimited Vision), cost
  more than $15,000 early in 2002, and the software
  technology was hidden behind restictive licenses.

What's the 3D animation process?

  The process starts with modeling the shape of the 3D
  object. The next stage is texturing, that is, adding
  a kind of skin. This step gives the model a natural
  looking surface with light reflexes and a surface
  structure. UV mapping projects 2D bitmaps (such as wood
  grains) onto the 3D surface; in its simplest form,
  this is like posting a bill on an advertising column.

  The 3D model can then be animated. In the rigging process,
  joints are added to the figure. The joints allow the
  the artist to move a complex object like a puppetter
  moves a puppet. After completing the basic animation
  scene, the animator adds special effects, such as water,
  fire, or smoke. The scene is then lit by positioning
  light sources, just like in conventional movie making.
  The post production is concerned with optimizing the
  nearly-finished product, coming it with the movie or video
  scenes, and adding a soundtrack.

Also: Normally, many different programs are used to create a 3D
animation. First of all, you need a program to create the 3D models. In
most cases, animation and rendering (conversion of finished models to
photo-realistic images) are handled by separate programs. Rendering is
so vastly complext that it typically requires a specialized tool.

products. But Blender mainly uses subwindows that are full of buttons

Blender, as they use [Alt] + [C] or [Alt] + [V], rather than the more
typical [Ctrl] keys. This is due to the fact that Blender was designed
as an in-house solution for the NeoGeo animation studio.

[ilugd] Some thoughts on LUGs (globally)...

One of the biggest challenges facing LUGs at the moment stems from the
fact that a growing number have existed for ten years or more. Many of
us know each other quite well, and newcomers often find it difficult to
get a word in without feeling that they're somehow offending those to
whom their problem seems trivial and not worthy of detailed discussion.

Some LUGs occasionally flare up into completely pointless flame wars
that start over trivial macho tendencies of many members to prove their
technological prowess at every opportunity. This tendency has led to
some community fragmentation, with a single group forking into a group
for veterans and one for newcomers.

The problem is that such segregation comes at a cost and is often
detrimental to the overall community because it discourages the
involvement of newer members who might in time come to pass valuable
information to those who come after. -- Jon Masters, in

LinuxQuestions.org launches redesigned Website.

(PRWEB) December 6, 2005 -- LinuxQuestions.org is proud to announce the
launch of its redesigned website. Along with the new look comes a
variety of new features and sections. LQ currently has over 60 forums,
with topics ranging from Linux Newbies to Linux in the Enterprise, and
has participation from twenty-five Linux distributions. There is also a
Linux hardware compatibility list, a tutorials section, a reviews
section and more. New to the site is an Articles and Editorials section
that contains original content and a blog for every member. The site
runs on the LAMP stack and utilizes a variety of Open Source software.

This is the first complete redesign we've done in over four years. Thew
new site utilizes many newer technologies and enables us to serve our
members in a way that just wasn't possible before, said
LinuxQuestions.org founder Jeremy Garcia.

FREEBSD ... AND INDIA: When FreeBSD 6.0 got recently
released, one thought of checking out its links with India.
Dru [EMAIL PROTECTED] responded to a query to to say,
While I don't know about Indian involvement with the FreeBSD
project, I know there is involvement with BSD Certification
(http://www.bsdcertification.org). One of the members of the
bsdcert mailing list will be at FOSS India -- http://foss.in
-- handing out 1500 copies of our brochure. We also have two
translators who are starting translations into Hindi,
Bengali, Tamil and Telegu. As the current chair of the BSD
Certification Group, I am interested in spreading the word
about BSD certification to India.

[1] What is the RULE Project about?

The problem: Hardware is not cheap. There are plenty of
single users, schools and non-profit organizations with null
or very little money for computers. Furthermore, PCs pollute
a lot, hence they should be used as long as possible. Not
with older Free Software, however, which is useless and
dangerous: null support, security holes, no IMAP, GPG,
HTML4...

Battleground of ideas: FLOSS debate raises tempers at BytesForAll

APC member BytesForAll's mailing list[1] recently played host
to a strong, and at times polemical, debate on
proprietary-versus-FLOSS (Free/Libre and Open Source
Software). In this debate, there were these couple of great
posts here [2] and here [3], that put things neatly in
perspective -- thanks to David Geilhufe who is co-founder of
the SocialSourceFoundation.org [4] and Sunil Abraham of
Mahiti.org [5].

It all started with a rather critical-of-FLOSS post by
University of Manchester's Dr Richard Heeks [6] offering a
link to an eDevelopment Briefing titled Free and Open Source
Software: A Blind Alley for Developing Countries? [7].

It calls the 1980s shareware FOSS forerunner to have had
zero impact, says data from Africa shows only five percent
of computers in developing countries have any Open Source
software running on them, and notes that proprietorial
software dominates even in Cuba... where the US embargo
should make conditions highly propitious.

Besides, the briefing says that piracy and the limited
size of initial purchase price within total cost of software
ownership there is actually no evidence of FOSS delivering
cost savings.

Says the briefing: In particular, proprietary software may
not be open source but it is certainly free for the great
majority of developing country users, thanks to piracy. It
points to the lack of awareness of FOSS in Africa, and the
lack of international links needed to be part of an active,
global community of like-minded developers.

One early response to this brief text came from BytesForAll
co-founder Frederick FN Noronha and is here for viewing
[8].

It argues, The 5% of computer systems overlooks the role
played by FLOSS in servers, in keeping the Internet running,
in giving unprecedented access to developers of the Third
World to take part in a global movement, and more. This
study, argues this post, overlooks the potential of FLOSS in
large 'developing' countries like India, China, Brazil and
South Africa. It points to another study -- from Finland --
which it says is more open to the benefits of FLOSS in the
developing world. See

FN also adds, By saying 'proprietorial software is free' for
the bulk of the 'developing' world, the study is guilty of
both tolerating/encouraging the illegally copying of software
('piracy' is a loaded term, unfortunately accepted by
academia too) and missing the essence of what Free Software
is all about (offering the freedom to be used, copied,
studied, modified and redistributed). We are not fighting
just for the right to remain 'pirates'

Richard RMS Stallman, founder of the Free Software
Foundation joining in the debate with these comments. [9]

There was a longish debate on benchmarking FLOSS. Javier
Sola, a Spanish-Chilean working on Khmer language
localisation in Cambodia, added some interesting points [10].

Javier, who works with APC member the Open Forum of Cambodia,
argues: Academics should make sure that they look at all
factors when they write something like this. In this case the
author has not come even close to it. He has, among others,
completelly ignored the power of localisation, diminished as
techies and amateurs some of the people that have clearer
ideas of what is needed for real migration and used
anectdotal data for his conclusions.

Sunil Abraham argues how proprietorial software could kill --
no exaggeration, due to its delays and restrictions -- in a
post-Tsunami situation. He also argues that because Sahana
(a Free/Libre and Open Source Software project to cope with
disasters) is FOSS, the earthquake stricken people from
Pakistan and India don't have to spend money earmarked for
food on software. Then, in an almost tongue-in-cheek Sunish
manner, he argues that FLOSS increases the responsiveness of
an organisation. This is important whether it is peoples
lives or greater profits. [11]

David Geilhufe has this very interesting response to argue
that FLOSS offers viral diffusion (to enable its
uncontrolled spread, of course in a positive way), local
control and lower barriers to entry. Well put, and very well
argued.

Here's [12] what David argues eloquently: There is no
religious war here, but I think the staunch defenders of
proprietary code get stuck on analyzing the software... this
isn't the important part. One needs to analyze the innovation
and use of software... that, I believe, is where the real ICT
impact lies.

David's Social Source Foundation [13] is here. It is a
nonproft organization that exists to create open source,
mission-focused technology for the nonprofit and NGO sector.

Another link is the OpenNGO.org [14] network. OpenNGO calls
itself an open source project to create a set of web-based
tools designed to meet the needs of small U.S. nonprofit
organizations and non-governmental organizations across the
globe.

Since we so rarely have opportunity to say something positive about
Microsoft, let me begin by congratulating them, says Georg Greve,
president of Free Software Foundation Europe. Microsoft finally seems
to have made a step forward on their long march towards giving their
users freedom: of the five licenses published, our cursory first
analysis suggests that two of them indeed fulfill the Free Software
Definition.

According to FSFEs first glance, the Microsoft Permissive License
(Ms-PL) and Microsoft Community License (Ms-CL) both appear to
satisfy the four freedoms that define Free Software. In particular:
The Ms-CL also appears to implement a variation of the Copyleft idea,
which was first implemented by the GNU General Public License (GPL).

Given previous Microsoft statements about the Copyleft approach and in
particular the GNU GPL as 'viral', 'cancerous' and 'communist', seeing
Microsoft now publish licenses applying the very same principles seems
quite an evolution.

Naturally, it is not the publication of licenses, but the publication
of software under a Free Software license, that gives people freedom:

It is indeed not very useful if every company, administration or
author publishes their own license; so it would have been preferrable
if Microsoft had made the decision to use the GNU General Public
License (GPL) and Lesser General Public License (LGPL) for its Shared
Source program.

Far more than 50% of Free Software worldwide is published under these
licenses, they are very well-known and people trust them for good
reason.

Microsoft has walked a mile and is now standing mere inches from the
GNU (L)GPL: We fully understand that Microsoft is first trying to get
the nail of its little toe wet in the Free Software community, and we
welcome that, continues Greve. But in the course of time we would
prefer to see Microsoft join the large global community of commercial
GNU (L)GPL vendors.

For now it will be good if Microsoft starts relicensing its portfolio
under the Ms-PL or Ms-CL; but we still have to warn people to be
careful about the 'Shared Source' label and look at the specific
licenses: The other three licenses of the Shared Source program are
clearly proprietary and obviously do not qualify as Free Software.

The Free Software Foundations will need more time to study all these
licenses and their interactions with other licenses in depth, so this
is not a final evaluation -- and the final evaluation may as well
reveal problems that were not visible at first sight.

Microsoft still has a long way to go, but for now it seems they made a
step in the right direction, and the Free Software Foundation Europe
hopes they will keep it up.

[A rather dismissive paper of Free/Libre and Open Source Software in
the so-called 'developing countries'. Needless to say the interest in
the 'e-development' community is often out of touch with reality, and
what developers are doing at the grassroots. It's often based on hype.
But that doesn't mean FLOSS is ineffective!

The 5% of computer systems overlooks the role played by FLOSS in
servers, in keeping the Internet running, in giving unprecedented
access to developers of the Third World to take part in a global
movement, and more. 

By saying proprietorial software is free for the bulk of the
'developing' world, the study is guilty of both tolerating/encouraging
the illegally copying of software ('piracy' is a loaded term,
unfortunately accepted by academia too) and missing the essence of what
Free Software is all about (offering the freedom to be used, copied,
studied, modified and redistributed). We are not fighting just for the
right to remain 'pirates'...

By focussing on Africa, the report probably overlooks the benefits
flowing to other 'developing' countries from FLOSS. Including countries
like India, China, Brazil, South Africa and a whole lot of other
nations located in an intermediate stage of 'development'. 

Whatever the latest fashion among the development network, FLOSS will
probably just continue to make its impact. Significantly, it's growth
till now went largely unnoticed by academia, and researchers, till the
media-blitz post 1998. --FN]

Free and Open Source Software:
A Blind Alley for Developing Countries?

There is considerable interest in the e-development community about
FOSS: free and open source software. It is argued to be cheaper and more
customisable than proprietary software; it is argued to be a potential
kick-starter for the local IT industry; it merits a mention in the WSIS
Plan of Action. So what is its likely trajectory?

We can turn first to historical evidence because we have been here
before. In the 1980s, shareware – FOSS' forerunner – was a temporary
source of excitement for exactly the same reasons; even attracting the
attention of the World Bank. Yet the developmental equation for
shareware was Impact = Zero.

What of the evidence today? A recent survey on our eGovernment for
Development Information Exchange plus survey data from Africai suggest
at most 5% of computer systems in developing countries have any open
source software running on them, and that is almost entirely represented
by Linux. Even in Cuba, where the US embargo should make conditions
highly propitious, proprietary software dominatesii.

Because of piracy and the limited size of initial purchase price within
total cost of software ownership, there is no clear, general evidence of
FOSS delivering cost savings. Because, by and large, FOSS means Linux,
the benefits of customisation and IT industry kick-start are also
nebulous.

The lack of strong evidence of FOSS benefits helps explain its lack of
success vis-a-vis proprietary products. In particular, proprietary
software may not be open source but it is certainly free for the great
majority of developing country users, thanks to piracy. Other key
factors uncovered include:

  * Lack of awareness of FOSS: the African evidence suggests most IT
managers simply don't know about it.

  * Poor international links: to work effectively with open source
code you need to be part of an active, global community of
like-minded developers; links to such communities from
developing countries are weak.

Donors have moved in with interventions to support FOSS, as recently
seen in Tanzania with the development of Jambo Office. Yet such efforts
are found to make little impact. To date, they have been amateurish;
focusing on the techies who write the code, and failing to introduce a
business focus that would draw in needed market research, marketing,
distribution and support skills. As so often, too, donor FOSS projects
have been short-terms flares of interest rather than the required
sustained efforts. They are no match for proprietary firms who are in
for the long-haul, and who will use the carrot of low pricing and

this list from time to time, as a kind of checklist.

Brian Behlendorf of Apache will be taking part in the Pune GNUnify event, 
organisers announced. So will some other big names, include MySQL founder David 
Axmark. This year's event will focus on localisation projects, PHP5, Python, 
MySQL and more. There's an awareness-building exercise for school students and 
teachers on the first day of the event (Feb 13, 2005) followed by an 
installfest and more.

Organisers announced today (February 7, 2005) that they were to have Apache 
co-founder Brian Behlendorf taking part in the event.

(Apache HTTP Server is an open source HTTP web server for Unix platforms -- 
BSD, Linux, and UNIX systems -- and Microsoft Windows, and other platforms. 
Apache features highly configurable error messages, DBMS-based authentication 
databases, and content negotiation, it is also supported by several GUIs which 
permit easier, more intuitive configuration of the server. See 
http://gui.apache.org/ The Apache HTTP Server is developed and maintained by an 
open community of developers under the auspices of the Apache Software 
Foundation.)

In addition, they are to have Robert Adkins and Ms Alolita Sharma from 
Technetra, California, Ms Danese Cooper from Sun MicroSystems, MySQL founder 
David Axmark, and others join their event.

(MySQL is a multithreaded, multi-user, SQL (Structured Query Language) 
relational database server or RDBMS. MySQL is available either under the GNU 
General Public License or under other licenses when the GPL is inapplicable to 
the intended use. Unlike projects such as Apache, MySQL is owned and sponsored 
by a single for-profit firm, the Swedish company MySQL AB.)

This year's event will focus on localisation projects, PHP5, Python, MySQL The

GNUnify is being organised by students of the Masters of Science in Computer 
Applications -- MSc(CA) degree programme -- of the Symbiosis Institute of 
Computer Studies and Research. SICSR was set up in 1985, and offers several 
full-time and part-time courses.

Each year, they organise this Free/Open Source Software Event. GNUnify aims at 
contributing and encouraging the use of FOSS, said a release from the 
organisers.

Initiated in the year 2003, 'GNUnify' is a forum to unite open minds. The 
event aims at spreading teh philosophy of GNU/Linux -- unifying and 
strengthening the use of FLOSS, they said.

Student-organisers said they were successful over the past two years, and had 
made this three-day event happen from February 13 to 15 this year.

Event schedule for this year is as follows:

Feb 14 Install fest, techie talks, workshops and tutorials

Punjabi translation of Debian Installer comes closer to realisation
Christian Perrier bubulle at debian.org said January 19, 2005 that the
Debian Installer team has been contacted by Amanpreet Alam, who offers to
start working on Debian Installer (and further Debian translations) in
Punjabi. Says he: The work on Hindi started about two to three months ago
after a discussion here where Ravi Shrivastava offered to initiate it.
ET's software stories Indian business daily, 'The Economic Times', has this
link for software-related stories. Unfortunately just a few related to
Free/Libre and Open Source Software in India ... a field where so much is
happening!
C-DAC launches Janabhaaratii FLOSS localisation project C-DAC, the Indian
government-run Centre for the Development of Advanced Computing, has
announced in October 2004 the launch of the launch of its janabhaaratii
project for localisation of FLOSS. It suggested the goal would be
development, deployment and community building, and the work would be put
out under the GPL/LGPL licenses.
Govt open to open source software ... or just hedging bets?  India's
business newspaper reported in end-December 2004 that the Government of
India continues to evaluate options for using open source software, a move
which would proliferate the usage of IT by bringing down its costs. IT
secretary Brijesh Kumar was quoted as telling the Federation of Indian
Chambers of Commerce and Industry, an industry lobby group, that the
government continues to consider options available in open source
software. There was a suggestion that India should force proprietory
software makers to share source code by threatening to shift to open source
software, the ET reported, citing the case of China.

I think (but am not sure) that most of their computer work is done in Delhi,

should first transition them over to using free software applications
running on Window$, and then once they are comfortable and trained on
GNU/Linux applications switch them over to Free Software.

It depends on the way people look at it . The Transition to GNU/Linux is
gradual and cannot be achieved by a team visiting each of these
organizations. The way i think it would work is these organizations putting
a team which works with the local GLUG (Do they have volunteers?). This way
they can get their issues clarified. But if you look at it the other way. Is
everybody in these organizations proficient in using computers ? Are they
still at the curve of learning (learning computers is a lifelong process).
So they need to be able to get GNU/Linux work for them in order to make them
productive.
Starting on Windows and then transition them with the same set of
applications should be an absolute NO.Let them identify people who are
inclined to take the activity up in the organizations.Rest all will follow.
For the initial push.
1. Attend the latest GLUG meet in the nearest city.

Patents and copyrights are totally different, and the way to help
people understand them is never to mix them up or lump them
together Software patents bring nothing to our community except
danger. I am glad that Red Hat is getting some patents to use to
defend against Microsoft's patents.  (I hope Red Hat never turns
around to use them for aggression.) But the only help these patents
give us is to block part of the danger of patents -- and only part
of it! They have no positive effect. Taken all together, the patents
do not play any role in the vitality of our community. Most patents
threaten us, and a few may partly defend us from the threat of the
rest.  We would be much better off if nobody had any software
patents.

India has wisely refused to allow software patents.  Every supporter
of free software in India should be helping to support that policy. 
Would you please help?  Please don't invite people to lump together
a hypothetical future Indian law (software patents) that can kill
our community and an existing Indian law (copyright) that has no

Dear ISDF Colleagues,

I am working with a group of (mainly) developing country colleagues who 
are interested in mounting an Open Source Textbook Initiative. They are 
increasingly concerned about the degree of concentration and prices in 
the supply basic university textbooks. They envision a scheme whereby 
individual contributors work on different parts of a subject, with the 
resulting chapters being posted online as Open Source curricular 
material both suitable for use as is and available for custom revision 
to fit the local course context. Material could be used online or 
downloaded to print, CD, or whatever.

I have worked in the past on initiatives to promote open access to 
Scholarly publications. I have done small things with INASP 
(International Network for the Availability of Scientific Publications) 
and am well aware of initiative like their African Journals On Line 
(AJOL) See: http://www.inasp.info/ajol/ . I am also aware of the work on 
online learning objects. We will be having a late May conference (at 
York University, Toronto) that includes sessions on learning objects.

If anyone in ISDF is aware of similar efforts at Open Source Textbook 
material, or other approaches to dealing with the costs and content of 
textbooks issue, please contact me.

Linux Bangalore/2003 announced

India's biggest annual Open Source event to take place on December 2/3/4,
2003

Bangalore 19-Nov-2003: Linux Bangalore/2003, India's biggest and
most popular Linux and Open Source event, will take palce at Bangalore on
December 2/3/4, making it the third year that this event has been organised.


What differentiates this event from commercial events (that are typically
driven by vendors) is that this event is completely conceived, organised and
driven by the Open Source community, focussing on technology talks and a
technology expo. 

Linux Bangalore/2003 continues to work on the basis of its low-cost model -
delegates pay only Rs.300 (US$6.50 - Rs.500/US$11 for people who do not
register on the website) to have access to all the talks and subevents. The
registration fee includes lunch and snacks and a conference T-Shirt. The
event itself is funded entirely by sponsorships and sale of expo space.


If someone would think that low-cost means low quality - think again! Over
the three days, this event will feature almost 100 talks from well known
Open Source technologists such as Miguel de Icaza (Mono/Ximian), Rasmus
Lerdorf (PHP), Nat Friedman (Ximian), Jeremy Zawodny (MySQL/Yahoo), Bdale
Garbee (Debian), Harald Welte (iptables) and others, along with a variety of
well known community and industry speakers, including Gopi Garge, Kishore
Bhargava, Atul Chitnis, Sirtaj Singh Kang, Naba Kumar, Sudhakar 'Thaths'
Chandrasekharan and others. 

And to end each day, the organizers have planned the screening of a movie, a
fusion music concert by the renowned fusion group Laya Taranga, and a rock
concert by the well known group Phenom.

would to ask your opinion -- and possible involvement -- in the
following idea. A few weeks ago, in Geneva, during difficult
negotations about the Plan of Action for the upcoming World Summit
on the Information Society (WSIS), an idea was launched--and then
dropped -- to create 'Programmers without Frontiers'. Would you be
interested to give this idea more shape and actually create such a
network? The form of such a networked organization is open and it's
aim lies in supporting the spreading of FL/OSS and consolidating the
collaboration between users and programmers, especially in the
South. If the UN is not able to create and launch it, should we do

A LIVE-CD IN THE BANGLA LANGUAGE: Sayamindu Dasgupta [EMAIL PROTECTED],
the young achiever of the Free Software network from Kolkata in eastern
India, recently announced the Ankur Bangla LiveCD version 1.0-beta2
(codenamed DaanpiTe Chhele). He wrote: Ladies and gentlemen, boys and
girls, The Ankur Bangla Project is proud announce version 1.0-beta2
(DaanpiTe Chhele) of its Morphix based LiveCD (or if you prefer it in that
way -- demo CD).

What is it? The Ankur Bangla LiveCD is a 'khichuri' created out of some of
the finest GNU/Linux distributions out there. The bootup, hardware detection
and shutdown is done by a combination of Debian GNU/Linux, Knoppix and
Morphix. The non GUI system is based on Slackware Linux 9.0 while the GUI
runs a version of GNOME 2.4, specifically patched and compiled for the Ankur
Bangla group to show off its works. (Yep right! - patched means that there
is extra functionality and eyecandy)

Requirements?  The Ankur LiveCD requires 16 MB of RAM and a i486 compatible
CPU to run in command line mode. However, to see anything in Bangla, you
will have to run the CD in GUI mode, which requires a minimum of 128 MB RAM
and a 400 Mhz or better processor to run. You can use it with lesser RAM and
lots of swap space, but there's no guarantee this would work!

What does it do? With this LiveCD, we aim to provide everything that a stock
Windows(TM) install provides. This means, you get a fully functional
desktop, a plain-text editor (with beta level support for Bengali
spellchecking), a web browser (to render UTF-8 encoded Bangla web-pages
perfectly), an instant messaging client, a standalone FTP client, a
VCD/DVD/videofile/audiofile/audio CD player, a CD burning software with
basic functionality, an image viewer, numerous games, a PDF and PS file
viewer, a terminal emulator, a program similar to Microsoft(TM) Netmeeting
(TM), a sound recorder, a webcam management utility (being tested), a fancy

INDIA... AT THE LINUX COUNTER: Linux Counter has a total of 138722
people registered.  1407 users have been registered by friends. 
There are 124367 machines registered. This network guesstimates that
between 0.2% and 5% of all Linux users have registered with the
Linux Counter. So the total number of Linux users is probably
between 2,774,440 and 69,361,000 people.

Among the country-wide ratings, India is ranked only 137th overall,
when judged by GNU/Linux uers per million population. But in terms
of overall number of GNU/Linux users registered, India with 2843
registered users is only behind the US (28514 registered users),
Germany (11307), Brazil (9785), France (6479), Spain (5558), Great
Britain (5307), Canada (4600), Italy (4517), the Netherlands (3595),
Sweden (3300), Finland (3137 users). India is ahead of Russia,
Mexico and China. Probably improved connectivity to the Net here
would make more people aware of the Linux Counter, and give users a

U.S. IT firm charged with using unauthorised software

New Delhi, Sep 8 (IANS) Astell Infotech Limited, the Indian arm of a New
Jersey-based IT services firm, has been charged with using unauthorised
software, Delhi Police said Monday.

The economic offences wing of the Delhi Police conducted a raid at the
office of Astell Infotech on September 3 after another software firm,
Macromedia Inc., complained of unauthorised usage of its software.

We raided Astell's office located in Greater Kailash here. The company had
been using 40 computers that were checked by the authorised representative
of Macromedia, said a senior Delhi Police official.

It was found that the hard discs of 15 computers were loaded with software
of Macromedia. Astell had no authorisation for using the software, the
official told IANS, adding the estimated value of the recovered software was
Rs.500,000.

The official said a case under copyright laws has been registered against
Astell Infotech. The investigation is in progress. While top official of
the country are not in India, we are trying to gather information from local
employees.

Astell Infotech officials refused to comment on the issue. The company has
offices in New Jersey and New Delhi and provides services to large
multinational clients in the U.S.

No company should place their hard fought business reputation at risk by
using unlicensed software, said Shriram Krishnamachari, country manager
(India) of Macromedia Inc.

Companies, which use illegal software for their own benefit, are robbing
the software developers of their valuable intellectual property and placing
the future viability of software industry at risk.

Macromedia has operations in more than 50 countries worldwide, and
headquarters in San Francisco. The company is a strategic IT supplier to
customers in the business, government and education markets globally.

India reduced it piracy rate by nine points between 1996 and 2002, creating
new businesses, jobs and opportunities.

Cutting the country's piracy rate by another 10 points, to 60 percent, by
2006, could create nearly 50,000 high-tech jobs, say industry observers.

Pirated software, VCDs worth Rs.50 mn seized

New Delhi, Sep 3 (IANS) Raids conducted by the economic offences wing of
Delhi Police have resulted in the seizure of pirated computer software and
video CDs worth over Rs.50 million.

In the first raid on Vishal Bhawan in south Delhi's Nehru Place area, a huge
cache of pirated software, including CDs containing MP3 music files, worth
Rs.45 million was seized, a police official said Wednesday.

Three men, identified as Sanjay, Sunder and Deepak, were arrested in this
raid.

In another raid on a shop in Palika Bazar at Connaught Place, police seized
1,030 pirated video CDs of Hindi and English films and 72 CDs of
pornographic films. The market price of the VCDs was estimated at
Rs.600,000.

Police also raided a shop in the Chandni Chowk area in the city's old
quarters, seizing 5,202 pirated video CDs, MP3s and audio cassettes worth
Rs.4.1 million, the official said. Police arrested a man named Sanjay Kumar
Singh in this raid.

Police have booked all the arrested people under the Copyright Act and are
conducting investigations to ascertain the source of the pirated CDs.

Looks like Microsoft is doing its bit to
promote Free/Libre and Open Source Software (FLOSS)
in the more affluent parts of the globe, like the Gulf.
Some background of an interesting case. 
Interesting, many of the key players in the Gulf
FLOSS movement seem to be expat Indians, at least going
by the active posters on this list. FN
PS: As typical, the newspaper report has mixed up
Free Software with freeware.

Sorry for the late response. I expected other members would write about BSA
's faxes to companies.BSA is a watchdog for Microsoft and dozen other
Propreitary companies.

It is not a government organisation. But they think they are government and
misrepresent to the companies like that. BSA was founded primarily by
Microsoft and they operate from Microsoft office in Dubai.  You need not
give any information to BSA about the software in your company. They have no
authorisation. But they can inform people about legalising the proprietary
software and educating about anti-piracy on behalf of their sponsors.

Anyway I have taken the arrogant faxes sent by BSA to companies in the UAE
very seriously and warned BSA not to send any annoying faxes to Companies
asking for Private software details in the guise of Software Audit and
passing the information to BSA members. I am forwarding the copies of my
letters to BSA and other information to the LUG members.

We as Linux Users, who advocate and use Open Source should fight this type
of dubious data collection by BSA who threaten companies indirectly to use
their proprietary software.
