All this means is that anycasted mirrors of {f,i,k}.root-servers.net have been deployed in India. Before this the nearest root servers [the main ones or their anycasted instances], network wise, would have been in Singapore, or the USA. It'll speed up your dns lookups, ideally. IF your ISP fully peers at NIXI (www.nixi.org) IF your ISP has the sense to set up BGP properly so that they take full advantage of having an internet exchange, root server mirrors, and possibly an akamai cluster .. The problem is that quite a few Indian ISPs are severely lacking in terms of router clue.
