Sorry, I forgot to comment on this..
I tried Reliance.
The speed is about 5-7kbps which may touch max upto 12 kbps which is ok 
for mails and surfing. For uploads and stuff like that, its quite low 
but still workable when you are traveling with a laptop.

If its on windows, you can call using the card, it has handsfree socket 
and a dialer software. On Linux I don't know if anybody have succeeded 
calling using that card.
For voice calls you need to pay whatever charges are there for voice 
calls. Its an extra feature. You don't need anything special for roaming 
as far as Internet is concerned, its inherent for Reliance which also 
has greater coverage.

Only trait with all these providers is they DON'T provide official 
support for Linux.
