AFAIR, this was something started a few years ago -
perhaps 2001 or 2002. And the website which used to
run on lap.linux-delhi.org is offline, and so is the
project. Supreet and Gami or Prateek - if they're
still on this list - might comment :)

How old an issue of LFY is this? or has it been
restarted?

This news seems to be 4 years old.  I have no clue where LFY picked that 
up from, unless Supreet has sneakily revived LAP in the recent past.

started a project named LAP. "LAP or Linux Access Project is a project
