The best one right now is ofcourse Lotus Domino which is available on Linux too. If you want to concentrate on creating a workflow right away instead of developing the whole architecture on which the workflow systems should run, then go for domino - the base system is relatively inexpensive, and you can eliminate notes client licences by making the whole thing work from the web. I was looking the typo3 (http://typo3.org) sometime back when I wanted a CMS. It has a steep learning curve. Typo3 had specifically a small workflow extension.
