I'm not sure what all features you expect of a workflow system. But 
opengroupware.org might help you out in this ..

The best one right now is ofcourse Lotus Domino which is available on 
Linux too. If you want to concentrate on creating a workflow right away 
instead of developing the whole architecture on which the workflow 
systems should run, then go for domino - the base system is relatively 
inexpensive, and you can eliminate notes client licences by making the 
whole thing work from the web.

I was looking the typo3 (http://typo3.org) sometime back when I wanted a 
CMS. It has a steep learning curve. Typo3 had specifically a small 
workflow extension. Even though the usage example of the workflow was 
for a editing cycle, I am sure it can be modified for othr uses.
