Assuming that you have the RPM package foo.rpm and you want to find out
what are the packages it requires, the command line is

% rpm -q -p --requires foo.rpm

Sure there are, but it's a recursive process and...

I presume up2date or something similar.  rpmfind (the command-line
tool) definitely does.

I personally prefer APT for RPM, with which I've kept my system up to
date for over a year.  One command (ok, 2, on a single command-line)
each day with my morning cuppa and I'm on the bleeding edge again.
