We use a simple fedora based distro in various locations, called Clarkconnect (www.clarkconnect.org). It has free versions and paid versions, depending on your needs, and is made to be used for tasks mentioned in your email. We dont have any admins on staff but are able to use most of what you have mentioned above through a simple management interface and support forums on the product site. It is for a quick and simple solution for most of your problems. It is not for people who want to or are capable of putting together such a solution from scratch using a generic distro. if you want to use all windoZe 2003 _features_ and _security_, why not go for that?
