please do check up annodex(http://annodex.net/node/78)  the IE
extension is not FLOSS(soon it should be) . annodex is used at
metavid(http://metavid.ucsc.edu/) for archiving and indexing
legislative proceedings and other events related to FLOSS(both
video/audio format).
Metavid is also opensouce.

Have you all tried out VLC (www.videolan.org)? I have been able to transcode a 
DVD into a 512 Kbps Mpeg-4 stream with whatever encapsulation you would like 
(WMV, DIVX, MOV, OGG, etc). CPU usage is pretty low and i have even been able 
to stream out over wifi to my Dell Axim X30 Pocket PC.
Installing it in Linux is a big pain but well worth the effort!!

Um  install Ubuntu. Enable multiverse and universe
repositories. Run apt-get or synaptic and install VLC.
BIG PAIN??

If you are wanting to install restricted formats (mp3 etc.) look at
easyubuntu Download the script and run it to get GUI installer...
BIG PAIN?

One need to install some ogg theora player to see the in windows.
You can use http://www.illiminable.com/ogg/ to see them using the
windows media player. (I haven't tested yet)

I've tested the KLite-Codec[1] pack with Windows media player, and it
playes ogg-theora encoded files pretty nicely.
