security concept - set permissions for each directory - how to?

hello,
how can I build a security concept for CVS on SuSe Linux...
   - I'd like define groups
   - and it should be possible to set r/w rights on directories for this
groups

for example:
cvsroot
|
productA
   |
   development -- r/w access for group A, read access only for
group B
   database -- r/w access for DB-group,  r only for
db-readonly-group, no access for others
   docs -- r/w access for doc-group, read access for others
   tools -- r/w access for group A and B, no access for others
and so on...

This should work with pserver and SSH.
Is this possible ... any ideas???

pserver and ssh on 1 server, possible???

in my /etc/inetd.conf (SuSe Linux 7.3 prof.) is the entry for the pserver
repository

cvspserver stream tcp nowait root
/usr/bin/cvs --allow-root=/usr/local/cvsroot pserver

if  I build a 2nd repository on the same server and want use ssh protocol
for access...
is this possible on ONE server and how? ...or is a 2nd server required?

Do you know helpful programs for CVS (for Linux, AIX or Win)

especially I am looking for
  - GUI client (WinCVS for Linux, AIX)
  - reporting and analysis progs
  - automated scripts for standard operations
  - a progr. that writes all infos about the repository in a database -
so you can build SQLs to filter the informations
(who commited what and when, infos about automatic merges,
infos needed for error-tracking etc)
  - other progs, that you find cool :-)
