Set up rcsinfo to point to a template file with a blank line in it.

CVS: log lines

We recently upgraded out version of CVS and when I do "cvs commit", the log
file does not begin with a blank line like it used to, but instead just goes
right into the CVS: --- line.

Is there a way to force the log to begin with a blank line?  I liked it
better the old way. :)
