Without more information, how can we tell?  What *is* happening?
Does "cvs log" say anything?  If so, what?

Are you sure you're not just overlooking the list?  The log output
labels it "symbolic names" rather than "tags".  If not, then you must be
using the -N option to suppress the list, perhaps in your ~/.cvsrc file?
