Unfortunately, that is not possible with the current design of CVS. In CVSROOT in your repository there's a configuration option in one of the files - I think it's called config - that is 'TopLevelDir'. Set it to yes, and the directory you're in when you run cvs checkout gets a CVS subdirectory. I believe that will do what you want.
